AE/AF Lock Button - should I be using it?

Just to 100% clarify something - does holding the shutter button half-way down do the exact same thing as if I set the AE/AF button to AF-L

i.e. Holding down the shutter half-way and then recomposing and shooting is okay? as holding down the shutter button half way locks the focus ?
