The duration is surely the point.
Countries which have this sort of weather for several months of the year invest in equipment to counteract it; it makes sound economic sense for them to do so. It makes no sense for countries like the UK to spend billions on equipment that will be used for just a couple of weeks each year. Much cheaper for us to have a few flight delays and be inconvenienced occasionally
