I opened in ACR and, without editing, opened in Photoshop as an ACR smart object.  Then I created a New smart object via copy.  With that layer, I went back to ACR and decreased the Exposure very slightly (-0.05) and in HSL, I decreased Red Saturation -50.  Back in ACR I hid the top layer with a mask and then painted out the blown Reds with a low opacity, low flow white brush.

I don't think that you can open as smart objects in PSE so you can get around that by saving two images from ACR and blending in PSE.  Or, you can just use Hue/Sat in PSE to partially desat. Reds and levels or curves to decrease the highlights.  Apply the changes selectively with a mask.
