Rugged is a plus.
All the pics will be for monitor use only so no need for super high resolution. Matter of fact, my old DSC-F717 took AWESOME pics at 5mp. So, something a little older is ok and would be cheaper. Nothing fancy but hopefully a manual mode.
Tilt or reticulating screen is a HUGE plus.

How about the Canon G12? Good image quality, articlating screen, manual mode. Not the smallest but it is pants pocketable. I have this camera and I like it very much, it has produced some of my favorite travel photos.
I think you will find that a tilt or articulating screen will add bulk to any camera soi it's unlikely that you will find a shirt pocketable compact with this screen, at any price.
I would think that as a discontinued camera it would cost about $300 but this turns out not to be the case at the moment.
As I write this, amazon is trying to get $799 for it, they have only one left, and b and h and adorama have discontinued it. So you may have to look for a while.
I am not sure why the price is so high at amazon now and why it is out of stock in two places. Perhaps scarcity is driving the price up? Very strange.
