Slow rear curtain sync shutter speed

I need some advice please.  I'm trying to perfect this technique but I am having some trouble.  35mm lens, ISO 640-800, f2.8 approx, how do I figure out the shutter speed?  I'm trying to get this sort effect most of the time.
