Depends on what ISO you are talking about. If you are talking about going from ISO 100 to ISO 160, I would stop down. If you are talking about going from ISO 3200 to ISO 5000, I would shoot wide open. You need to work out your preference on where that line lays for yourself because everyone's line may be different.
