I don't use it, but most RAW converters that come with cameras can only do edits to the entire image so probably not.  Lightroom can do some face retouching because it has adjustment brushes so you can "paint" on image adjustments.  One quick and dirty method for fixing skin in Lightroom is to paint skin with the clarity slider set to a negative amount, and paint sharpening on eyes, lips, and hair. It also makes eyes pop a bit if you make the circle around the iris darker and the bottom half of the iris brighter.
