16-35 F4 vs. Tokina 16-28mm 2.8?

I have friends with these lenses and everyone agrees to disagree....

Camp 1 says: The Nikon has VR and it's slow glass matters less at wide angles, plus they find the 35mm very useful compared to just 28mm. Very sharp at F4 and insanely sharp at 5.6.

Camp 2 says: The Tokina is 2.8 and it's more useful than VR, plus the Tokina is built like a tank and comparable to the 14-24. The Tokina has much less distortion to correct and is sharp wide open and very sharp at F4.

Price is not a factor, nor are filters for the Tokina. If you've used both what do you think? My sense is that faster glass is best, but I also like the Nikon.
