I always used to install Radeon graphics in the PC's I built - my own included.
But now I've changed over to Nvidia cards because Photoshop uses the Nvidia GPU and memory much more efficiently for faster screen rendering, image rotation and the like, in addition the Nvidia drivers seem much more stable and easier to update than the Radeon ones.
I would look for something like an Nvidia GTX650 with 2Gb of GDDR5, most of these seem to have 2x DVI, VGA and HDMI as standard, even display port output on some if you need it.
Not sure about going to a higher bit rate output at the moment unless you are considering the comparatively high outlay on a 10bit monitor in the very near future.
