Does a brand new camera have a shutter count or should it be zero?

Do brand new cameraa have a  shutter count at all? Do they undergo shutter activations at the factory? What is the minimum acceptable shutter count?

I bought a EPM2 from local Best Buy on December 26th. The packaging did not look factory fresh but salesman swore it was band new and not a open box. Camera look band new and functions perfectly. I took less than 200 shots to date. I just checked the shutter actuation and it was 354. Thank you Guy Parsons for your page!

I am wondering whether this is a returned camera or the extra 150 shots were activated at the factory.  I am tired of retailers selling returned / use products as new. Recently I bought a laptop from Best Buy online which had a password set up. I had to reset the laptop to use it.
