pc mapping software for Europe

I'm planning a trip to Europe next summer. Germany and Scotland primarily.
Here in the USA I use Street Atlas with a GPS receiver on my laptop. I'd like to find some inexpensive software that has similar features. Basically street level maps, GPS, and routing. Also need the ability to mark locations on the map.
