Your NEX7 may have picked up the last photo from your 5N and continued the sequence whish is the default setting. Was the last photo take with your 5N 2653?

I bought a laptop from Bestbuy with a bad charger. The rep, instructed by the manager, unsealed two brand new laptops to try to find a charger that fits the one I bought. They were very helpful, but I felt more bad than they did for cracking open two factory sealed laptops for no good reason. I've also seen people ask to see cameras that are not on display, and the reps open up new ones to demo for the customer. If the last photo taken on your 5N is indeed 2653, you should be fine.

There seems to be no consistency with the way Sony packages the cameras. I just received a new 5R from Amazon, no seal. Received a TX20 from Amazon last month, it has Sony's sticker seal. Bought RX100 from Sony store direct, no seal, but someone I know his RX100's box was sealed.

It was a thread last year from what I remember. It looks like in US and Canada NEX are not sealed but all Cybershot are sealed. Don't remember the DSLRs. However even if not sealed there are things already discussed which point to on "open box" or a "factory new" camera.

A factory new does not have any actuator count it's not a car (if they do any testing is probably before the camera is assembled and is probably automated). But you are right, the count could be from another camera, you need to use a freshly formated SD card to check.
