Because by launching an updated model in just 2 or 3 (or now even 1 year) it leaves a bad taste in a buyer's mouth since people often buy lenses for the long haul, while some even sell lenses off and a new version makes the lens they bought be worth notably less in resale.

Lenses are not cameras, they can last a very long time. Canon has many lenses that have not been updated in 20 years. It's just not fair to their customers to launch a lens then 2 years later update it with OS or in this case weather sealing.

How on earth can that be unfair to the customer? LoL So I should wait 20 years for weather sealing   A lens is a tool, and if it can be upgraded then upgrade it.

This is not about satisfying people with the need having the latest, but about giving photographers the best tool possible to get the job done.
