the black line you are seeing when you take a pic of your tv is because of the tv's refresh rate.. as for the light it could be a similar thing happening because of the florescent lights have a flicker rate..
normally lcd tvs are 50/60hz.. so a shutter speed over that should suffice.. the lights are 120hz i think (google search)
