I agree that the OOC jpeg is pretty darn good but I simply don't agree, on the basis of my own jpeg+RAW shooting that the jpegs are up to C1 processing. Perhaps with regard to foliage detail you are right but the overall IQ improvement isn't just foliage...
If all you do is leave the images untouched, the OOC jpeg is OK, sometimes better than ACR/LR but not C1. However that rather ignores the fact that quite a lot of users are capable of processing a RAW file to retrieve a good bit more detail than an OOC jpeg.
