Newer 28mm 2.8 IS vs 28mm 1.8?

I bought the new 28mm 2.8 IS from Canon, which is $400 more then the 1.8. I'm using it on my Cropped sensor body of 1.6x. My general purpose is street photos,group photos, and Video. One thing I like about the newer version is that it has image stabilization for video, but does it offer better picture? I read many reviews, and watched digital rev saying it has the same or the 2.8 IS has sharper picture? Is this true or should I return for 1.8?
