Setting Up an Aperture Library Question

I am going to set up an Aperture Library using referenced files on my desktop.

My question is what is best? Setting up a project for 2013 with albums holding more specific images or setting up various projects and putting them in a file?

Just curious what others are doing. I want to keep things simple but need to find images easily.
