Poor star effect with the 18-55 kit lens. :(

Hi!
I recently took a few pictures early morning and wanted to make all the street lights have a star effect. I stopped down the aperture to about f16 but the results where disappointing. Is it because of my lens, or has it something to do with the focal length or shutter speed?
