Not yet. The 18-55mm lens has only just become available where I live.

However, what I read is a whole lot of people who are unhappy with the low-light focussing and a smaller number who think it is OK. What am I to make of this?

I doubt that those who complain about a failure to lock focus are imagining it, so I think that the most likely explanation for some people being relatively happy is that they haven't done a lot of shooting in the circumstances in which the autofocus has problems. Of course, if that is going to be a continuing pattern, then for those people the autofocus will continue to be OK.

According to Fuji's specs the X-E1 has a max af speed of 0.1 sec and the X100s will have one of 0.08 sec. Is that such a big difference for you?

No, it has no significance at all, but that is not the low-light focusing we are talking about.

So far, there is little information on this. DP Review said on the autofocus: "even in the relatively low light of a CES meeting room, [it] works very well and delivers noticeably faster and more positive focus (quickly moving into focus with minor or unnoticeable jitter) than we're used to from the X100"

That sounds hopeful, but we will have to wait for the results of more thorough testing.

There is also the fact that, if forced to fall back on manual focus in low light conditions, the X100s makes that significantly easier.
