I wouldn't say the low-light autofocus on my X-E1 is lousy. Have you actually used one?

Not yet. The 18-55mm lens has only just become available where I live.

However, what I read is a whole lot of people who are unhappy with the low-light focussing and a smaller number who think it is OK. What am I to make of this?

I doubt that those who complain about a failure to lock focus are imagining it, so I think that the most likely explanation for some people being relatively happy is that they haven't done a lot of shooting in the circumstances in which the autofocus has problems. Of course, if that is going to be a continuing pattern, then for those people the autofocus will continue to be OK.
