Auto iso lies when using on camera flash

This happens on my d600 but I believe it applies to other bodies as well.

Settings:

- SB700 in TTL mode

- Camera in Manual

- Camera's flash setting does not matter

First, attach speedlight. Auto iso value locks to 4x base iso on the LCD. (Apparently, this is normal behaviour).

But when you take the photo, the camera selects a different iso to what it was showing. Mostly, the photo turns out fine, but is this a bug?

Or is it because the speedlight's TTL mode overrides the camera's auto exposure?
