Best in-door lights

Right now, my house has ultracheap compact fluorescent blubs. Photos come out quite poorly even if I'm shooting with a gray card. Any advice on bulbs I should switch to?

Goals, by priority:

  • Reasonable photos
  • Preferably, reasonably energy-efficient (at least as much due to heat as due to power bills and environment; not all rooms have AC)
  • Preferably, not to expensive

Right now, a typical room would be lit by around 8 bulbs, in the 60-100W-equivalent range.

Something in the $10/bulb would be ideal (e.g. cheap 6W LED bulbs, fancier CF bulbs, or whatever), but if I need to spend a lot, I will. I'm also happy to entertain other forms of lighting, if not too obtrusive (e.g. mounting LED light strip along the wall would be okay, but installing a piece of lighting on a tripod would not be.
