With flash, Canon's Av mode is your fill-flash mode. It expects that you're trying to take a photo by ambient light, with the flash being used to lighten the shadows.

If you're trying to take a flash photo, switch to M mode. Set the desired shutter and aperture, and let the flash worry about providing enough light to match.
