What should be done with cheats ? Part 4 .......

It's me again.  I realize that I am an old geezer, but I don't think that is the reason I am confused.  About the Challenges, that is.  Seems like every time I go to the Challenge ForumI read something new about problems with the voting, or sandbagging, or illegal entries, or cheating, and a of myriad other problems.  It also appears that many of the people who have beenentering and/or hosting the challenges for a long time know who the cheaters are, and who the sandbaggers are, and who is entering illegal photos, and they know them by name, and can demonstrate the infractions in many cases.  Yet nothing changes.  DPR does nothing.  All challenges proceed as if everything is OK.  If an entrant gets a First Place, how can he/she know that it was calculated properly or legally?  If not First Place, but some other ranking, how can he/she know that the ranking is correct?  Maybe the photo should have placed higher.  Or Lower.  Or come in 1st.  Why are the miscreants allowed to continue as before, or as a new identity, doing the same old things.  And still value the results?  The results have no value that I can see.

As I have said before:  eliminate the Challenges, or the voting methods and valuations and the complicated formulae.  Find some other cheat-proof way to display and recognize achievement by us amateurs.
