Soft Proofing

I am working on improving (lessening) the difference between what is on screen and what comes out of my Canon 9500 MKII.  I use Huey pro to profile my monitor.  I use mostly ilford paper and use their profiles.  It is pretty close most of the time but at times I see drastic and expensive differences.  I have been reading about soft proofing but one question I cant seem to find the answer to is....

If I know what paper I will be using should I be turning on soft proofing and then editing the photo in cs6 with soft proofing turned on?  Most tutorials that I see have checking the soft proof right before printing to make sure things look right.

Any suggestions
