That very well could be, and I have seen some evidence to believe it's so. But I can only test the cameras I have: 5D, 7D, and A55.

Perhaps some models emits a pure control signal while other models are also intended to contribute actively to the scene lightning.

As regards the pop-up flash, I don't think that exactly. But it seems that (some of?) Sony's external wireless flash controllers might have an option for adjusting their lighting contribution in some way. I seem to recall seeing such info in the flash user manuals, but I don't own the necessary cameras/flashes to experiment with.
