Not clear what you intended to mean. Are you saying that "moderators" can only delete such images (uploaded directly from a computer) during the initial 15-minute editing-time (as DPR users also can) ?

Sorry for not being more concise. Users have a time limit. Moderators do not. So a moderator can always do an edit, if requested, even after the time limit has expired for the user.
