Your orginal W7 installation probably had vendor specific touchpad driver installed and now your W8 has only generic driver.

If you can find out from documentation what brand touchpad Dell has you might find correct driver from vendor website.

Edit: seems that Dell has Synaptics touchpad too.

Yes, I went to the Dell support website and checked to see what, if any, updated Windows 8 drivers they had for the keyboard. I could find none.

Interestingly enough there was an updated Synaptics driver but, thinking the problem was the keyboard, I did not download and install the touchpad driver. I will do that this afternoon as I have begun to think that it is the real problem here.
