For a beginner, any camera with a wide enough field of view to cope with narrow streets is plenty good enough. Sounds like our architect friend comes into this category.
You are absolutely correct. If I made my living doing architectural camera a view camera with tilts and swings is clearly the way to go. A tilt-shift lens is really limited in many respects. For example, there is no way to get rid of "ship prow" distortion.
