My understanding is that the Panasonic Leica lenses are Leica-designed, Panasonic-manufactured, and there is a Leica person on hand at the factory to supervise the manufacture, possibly doing some sort of QA.

your understanding is wrong and Panasonic is on record about the extent of Leica involvement:

"...LEICA is a registered trademark of Leica Microsystems IR GmbH. SUMMILUX is a registered trademark of Leica Camera AG. The LEICA DG lens is manufactured using measurement instruments and quality assurance systems that have been certified by Leica Camera AG based on the company's quality standards..."

The statement from Panasonic makes no mention of design, just manufacture.  I may very well be wrong, but this doesn't prove it.  Have any statements been made concerning Leica's involvement, or lack thereof, in the design phase?
