i cant hold my camera very steady, so i need a stabelizer else i could even go for the f/2.8

Between these two options, go with the 100-400L, the only alternative worth a discussion is the f2.8 MII with 2xTC, but you've said that's out of your range.
So go with the 100-400L. It's a great lens, and I would get it over the 70-200 f4 L if you are going to be doing wildlife.
