It really depends on how steady your hands are and your technique. I find that my skills from practicing shooting (guns) carries over pretty well to cameras. You use a lot of the same techniques - steady hands, bracing, breathing, smooth trigger/shutter pull - I can get a good percentage of sharp shots at about 1/(focal length/4) meaning 1/8th for 35mm 1/25 for 100mm etc. Shake reduction works for more stops for shooters with steady hands.
I too find those numbers about right for me, except when shooting macros, which seems to up the need for a shutter speed somewhere near the lens focal length.
