Is 28mm at wide end suitable for long exposure beach, sea or landscape photos, or not wide enough?

Hello landscapers,
I have a question about long exposure photos which I have seen a lot of here, on beach or sea scapes, sometimes landscapes with blurred cloud.
I currently have a fixed lens camera which is 28mm at the wide end. I can fit filters (NDs or Cokin) to it and would like your views as to whether 28mm is sufficiently wide enough to get some good long exposure beachscapes or landscape photos?
It is quite apparant from this forum that many of the long exposure photos whith smoothed sea or blurred clouds are all taken with wider angle lenses for a moer dramatic effect, somtimes 24mm wide, sometimes even 17mm or 18mm wide to include foreground beach rocks etc.
Will 28mm manage the job ok for low angle beach shots at long exposure?
I know that long exposure doesn't have anything to do with focal lengths really, it's just that sometimes a wider angle lens with FL of 18mm looks better.
