It is better but the X100 is already very good. If you own a X100 you do not need to upgrade just because of IQ.
I don't own either at the moment. Just wondering whether the X100s will be worth paying double the price of an X100. Althought I fear it is something I have to figure out myself. Spending £500 on a camera is easier to get away with than £1000!
