Considering the larger amount of energy in red light (and larger proportion of red than green light in mornings and evenings) coupled with the PDs inability to work in low light - why do they not lie beneath a red mask?

Because the green is more "expendable" w.r.t. picture-quality than red? I'd gladly miss a few details in the image to get better low-light focusing.
