Canon 500D - lots and lots of noise!

Hello!

brand new to the forums here so i'm hoping to get some help.  This year I went digital and purchased a used canon 500D.

seems this camera produces a lot of noise at any ISO.  I have tried many shots with the same ISO and always get noise.

now, i didn't even notice until i started using my HDTV hooked to my computer to  make edits.  thats when i first noticed it.

i don't mind editing out the noise, but when i do reduce it, the quality is greatly reduced.

think its a problem with this particular camera or does anyone know if the 500D is notorious for this?

what else can i do to solve this problem?  i've looked at all the tutorials etc online, and i'm at the end of my research.

basically want to try to trade up.  whats the best camera for the price?  any advice?
