Because everybody has a different definition of what sharp is. If Nikon can make a F1.4 lens sharp @1.4, then optically, that lens can probably go wider than that, but softer. IDK what the F-stop is bigger than 1.4, but can you imagine what the accountants and marketing dept at Nikon will say if the engineers have a F1.2 lens in hand? Do you think they are going to say "Let's just call it F1.4, because that's when pixel peepers say it's sharp." Hell NO! They're going to say it's F1.2 and say they have one of the fastest lens on the planet and it lets in so much light, it's almost night vision.

Nikon sells a 50mm f/1.2 lens...
