Isn't that because the way they are determining ISO sensitivity happens to exclude the trickery that can be done to derive one ISO setting from another? By deciding what the clipping level is they can compare 2 shots at different ISO and decide that the real ISO is X amount and the 2 shots in question here are derived from that same ISO sensitivity regardless of shutter speed.
