Canon EF-S 17-55mm VS Sigma 17-50mm VS Tamron 17-50mm?

So I do have the 50mm and was thinking of buying the 28mm f/1.8 instead of the EF-S 17-55, but I feel like my current kit lens which is the 18-55mm is too outdated. I have had it from my previous Rebel XSI which was years back, but also I feel since the 28mm is not for crop bodies it is equivalent to a 45mm lens.
I feel like I need a new kit lens for mostly street photography and landscapes, not really portraits I misspoke in my original post! More like street portraits not in the studio.
