Absolutely. Some of these antivirus vendors are based in the former Soviet bloc. More spoofed IP addresses come out of the Ukraine than any other country. In some ways it seems like a continuation of the Cold War.

Found these interesting (propaganda?) links that discuss how Windows 8 is more secure than before. UEFI seems like an improvement but possibly has usability drawbacks.
