Who says? Ken Rockwell? Here is a sample taken at f4, these 2 images are screen capture from RAW as seen in ViewNX2 no PP done. Anyway, would you want to take pics under f5.6- f8 for a 360° pano?
By definition, a fisheye as 180° either full frame diagonal or circular. The 16mm if FF but the 8mm is most likely circular on a FF camera.
