Another vote for 100L. I use it with a Rebel t2i. I am not a street photographer but here are some of my pictures:

100mm at 2.8 for $900 is pretty slow and expensive don't you think? He'd be better off with the 135mmF2L. More compression for portraiture and more range and it's faster.
and with the 135, he can't shoot ss 1/40 or ss 1/60 handheld when the llight gets lower
people are often standing or rather still
who wants to take a pod?
