The HVL-20S will not fit on the NEX-6.
Besides that, I think your plan sounds reasonable. What kind of lens(es) do you want to use? Do you want to shoot with "large" apertures, like f/1,8 or wider? I guess an NDX16 filter should be fine in this case. You'll get 4 f-stops extra.
Assuming you have a shutter speed of 1/2000s in bright daylight with f/1,8 you get an resulting shutter speed of 1/125 s.
