"Paper out" light on Epson 9600

The paper can be inserted all the way over on the right, as far as it can go.  I then slide it back roughly two inches, to where the line denotes to insert paper (where the picture of the paper rests) on the cover for the roll paper.

it appears, on my machine, the paper sensor responds best when the paper is inserted this way.
