No way!

Low compression JPEGS are still JPEGs with uncontrollable in-camera manipulation.  As one of many possible examples, if you pick the wrong color temperature with a JPEG at any compression level, your options to fix it are limited.  With RAW, you options to fix it ae extensive.

There is no way to go back from a JPEG to a RAW file, regardless of the compression level.
