It was made from 3 shots of a rather mundane looking water-fountain, 1/1000sec exposures, mostly back-lit, with some foliage as (very underexposed) background.

The rest of the process is only an approximate recollection, but using Photoshop...

"Find edges" for each image, copy and superimpose each image as layer in new image, adjust opacity to show all 3 images, adjust contrast to re-introduce some "black"..., etc, sort of
