That's true as exactly you said. I think he meant equivalent DOF. Although the same F2.8 lens has the same exposure between FF and APS-C at the same ISO and shutter speed, since FF sensor size is twice bigger than APS-C one, it collects twice more light on sensor therefore FF has less noise.
