Even a good multi-coated filter will not completely suppress reflections. It only attenuates the reflected light. That is the reason why you don't see the effect on shorter shutter time. The same of course is with the internal reflections of the lens. You cannot avoid the effect completely.

Just use a shorter shutter time until the effect isn't bothering you any more, of if you want the small aperture for getting "starry" lights, clone the spots out afterwards.
