Much thanks to all who replied, I was away from the internet for a few days and after much foul language and gestures toward the equipment found the culprit.
The locking mechanism on the 600ex-rt will actually cause the the pins to shift just enough out of alignment as to prevent the unit from firing, but will still keep it in enough alignment to allow control of the flash through the camera.
Keeping the flash unlocked will fire the flash, but has it's obvious drawbacks. <sigh> That's one shady Canon tax...
