From your sample images I see that you have the XSI, which is the same camera that I have.
I have also noticed that the colors and tone are the same from DPP RAW conversion compared to OOC JPGs. However, I did not find the sharpness to be way off. In fact I found the DPP converted image to be a little sharper at the default sharpness setting of 3 than the OOC JPG. Note that the in camera picture style was Standard, which also sets the sharpness to 3.
Note that I did these comparison a few DPP versions ago, so it's possible that it has changed a little, but I did not notice any chances in the normal workflow of converting RAW files to JPGs.
What is your in camera picture style set to, and the sharpness in particular?
What is you DPP JPG quality set to? If it's too low it will affect the sharpness.
